Orihuela gets strict on dog ownership

Orihuela town hall has passed a bylaw to regulate pet ownership in the municipality.
The rules will place new obligations on pet owners and could lead to heavy fines for those who do not adapt.
Under the bylaw all dogs must have a microchip inserted by a vet and must be registered on a list at the local department for health.
If a lost dog is found by the dogcatcher and the animal does not have a microchip it will be treated as a stray and could be offered for adoption or ultimately put to sleep.
Dogs are also not allowed to be kept on patios, balconies or solariums if they disturb neighbours.
Additionally they must be kept on a lead when going for a walk and dogs’ faeces must be collected with a plastic bag and put in a bin.
Dogs must also be kept on the back seat or in the boot of a car when driving and a net – or similar barrier – must be installed to prevent them moving to the front seat.
According to the bylaw only licensed guide dogs are allowed on beaches, bars, restaurants or shops.
Dog owners will be held responsible of any damage or inconvenience caused by their pet.
Owners who break the new rules will be fined depending on the offence, although the exact amounts have not yet been fixed.
